Yes, the character of Diego in "Zorro" was effeminate. It was meant to be so as he was supposed, by the authorities and his enemies, to be something of a fop and a dandy. He was the anthisesis of the macho Rathbone character, who considered Diego inconsequential.

I hear Power's name and see his movies often enough to say he isn't "forgotten." He's not super popular like, say, Jimmy Stewart or John Wayne have remained but he hasn't disappeared.
