They should give teams of mechanical engineering students a full semester to build something. Give the students $0 in cash, but allow them to raise/spend as much as they want. And get car companies to donate brand new vehicles. Winners get scholarship $$$ and internships.

Example:
objective - build a javelin launcher
donated vehicle - 2004 Ford Explorer, courtesy of Ford Motors ("Ford Motors - built Ford tough!!")
deadline - 4 months
budget - student funded

I think that would be highly entertaining.

My cousin competed in a lot of design challenges sponsored by car companies. They built an electric Suburban that hauled serious ass. The battery pack alone cost them $120k. They scraped up the $120k+ by building dynos for auto shops. Would have made for good TV.
