No, it deliberately *caricatures* comic book style. There's a difference.
As I said elsewhere, there are other (martial arts comics) movies out there that are better in many/most ways. They aren't as dumbed down or as watered down as Kill Bill either.

(BTW, sorry to have mistakenly referenced Kill Bill v. 1 in this v. 2 thread) Yes, it's probably true that the film is both caricature and mimicry of certain things comic-bookish. I think the "watered down" result is part of an attempt by Q.T. to simulateneously appeal to teens and an older audience. All in all, the film works for me but I'll admit that Q.T.'s attempts at slyness can put him up there in the Humpty-Dumpty position. Have fun.
