  Not film noir but films which seem to be about real people with real problems - long list. Off the top of my head and fairly recent(ie last decade or so):

  The War Zone
  Margaret's Museum
  Emporte Moi
  Breaking the Waves
  Blue
  Central Station
  Crumb(Documentary)
  The Sweet Hereafter
  Gods and Monsters
  Monster
  Monster's Ball
  In the Bedroom
  Jacob's Ladder

  I'm not sure what you're really looking for because L.A. Confidential didn't really seem to be about real people - more like a noir for noir's sake though I liked it.

  Maybe you want something like the Third Man. Noir doesn't seem real because noir is not life it is more a dark director's vision of life. I suppose Minority Report is sci-fi/noir given the writer - maybe even A.I. The latter I could not recommend. Gattaca was an interesting movie shot on a shoe-string budget that might fit the bill.

              Well you didn't exactly get it right. He said..."Get any number of European films from the fifties and sixties - most of them are about real people with real problems, sufferings, issues. Virtually no Cleopatra's there." I thought it was kind of funny since Cleopatra, the person, was a real person with real problems, sufferings and issues.
