I dropped two DVDs in the mail on Tuesday and had two new ones waiting in my mailbox yesterday. No kidding. I think it all depends on where you live. What netflix should do to assure across-the-board satisfaction is adjust for people like you (who are either the victim of less efficient postal regions, not near enough to a netflix distribution center, or both) by making return and delivery express mail or something. If that's even possible. If it is, my guess is that you'd even be willing to pay a little more, say, to halve your turnaround time.

I am in the Washington, DC area and have no complaints with their service or turnaround time. I have been with them for years.
As I said, they claim it is the regional thingy... so apparently not much I can do.
