Is it a road movie? Yes and no. If only Jeunet would not make a Jeunet film! It look and feel like " Amelie ". I mean it is is trademark, but does it fit to this kind of movie? And this sepia colouring...
It has some fine moments, and, an Hollywood ending.
What ask for more?
Follow Ups:
It left a lot unsaid. The couple reunited, but very tentatively if I recall correctly. The Man still had no remembrance of the lady. Hollywood would have had a double take by the man, then a realization that his lost love had found him, the music would build, they would have embraced, kiss, musical crescendo, some tender words, fade out.....This was one of the reasons I really liked this movie, not the normal Hollywood ending. Much more melancholy
No, the end is just the beginning of a new love story. Who cares when one end as long one start.
Yes, there were Jeunet touches, but I was still surprised that he could make a relatively "normal" film without overloading it with his creative cutesyiness.
What is " normal " for one is not for the other.
In this film one of his CC as you call them was one too many.
So, compared to Delicatessen, City of Lost Children, and Amelie, Engagement puts him at the top of the Bell Curve. Although, I like the other Jeunet better.

What did fit for " Amelie " did not felt somehow right for this one. maybe one should see the one OR the other but not both.
The same apply in my feeling to Mrs. Tautou.
