Mainland, and Hong Kong give the lie (at least for me) to your contention.
Asia seems to be the hotspot. And... the best director on these shores, Ang Lee, is of Chinese descent.
Outside of a few Mexican and Brazilian directors I'd say the genius of film has swung there.
I'd throw Tarantino in but he's a zombie...

Give it time, lots of relatively new but talented folks are making movies in Korea. Its just starting.

  Crouching Tiger and Brokeback vault him to the top of the class. I didn't think much of Ice Storm but he's one of the few directors that seems to be improving by leaps and bounds after years of mediocrity: definitely, an exception to the rule...

    As I said, sparatic. A few years ago, I could buy 4-5 movies every month or so from Japan and/or HK, and they would all be excellent. Lately, its been getting harder to find as many good movies. Perhaps I just bought up the backlog. These days, I'm finding more gems from Korea made by talented people who are unknown NOW, but may not be later. The problem is, many Korean titles never get to be R1, so most folks here will never see them.

        I have to agree, there really is something special about Korean movies. The first one I saw was "My Sassy Girl". I've been hooked since. I've seen most that you mention-nice movies.
        For me, Korea seems to be a haven for new movies while Hollywood becomes a wasteland. Discs of their TV shows have been hitting these shores too lately.

        That's all I can think of for 2005/6 off the top of my head.
        I'ld welcome a list of decent movies of *2005* from Japan, mainland and HK. If I don't have them, I'll gladly go out and buy them. As far as I can tell, it wasn't a really good year for them.
