There might be some new digital trickery that would make it possible to create stereo out of a mono recording, but i haven't heard of it. Fake stereo was done occasionally in the 'good old days'. It was really bad.
I'm not talking about 90 0 phase diploing or mutually exclusive comb-filtering. I am refering to determining how much of the dialog's signal should be biased toward one channel or another based upon the actor's/actress' corresponding position on the screne. The abscence of a soundtrack doesn't require digital trickery.
