I enjoyed Roman Polansky's Ninth Gate very much. There's just something artistic and surreal to it. Are there other films available at major rental stores like such, that focus on directing and artistry, foreign or not? Appreciate any recommendations.

Scorsese (Casino), Kurasawa (esp. the later films like Ran and Shadow Warrior), "Sundays and Cybele" and "Last Year at Marienbad" and other French New wave cinema - quite a few good ones 60s era, of course apocolyse now for most surreal war flick.
Just rent anything by Bergman, Fellini, Bunuel, Antonioni, De Sica, Tarkovsky and at least 120 other great directors. The list is too long to even comment on.

If you are not familiar with Polanski's work in general that would be the obvious way to go (Repulsion, Rosemary's Baby, Chinatown, Bitter Moon, Death and the Maiden to name a few that pop into mind).
Alan Parker's Angel Heart also has this eerie athmosphere to it.
David Koepp's Stir of Echoes is a smaller scale but still effective supernatural thriller.Best,
