Just plugging my new DVD 47A and I notice a tingling on my fingers, so I tested the voltage between ground on the DVD output ( DVD off) and the TV input ( TV off) voila 12 volts and 24 between chassis and TV connection ground. Is this normal?

No, this is not mormal. I distroyed a computer by connecting it with this kind of ground difference. Try reversing the power plug on one of the units. It can be caused by RF bypass capacitors on power line modules. Also, grounding both units would be good.
