If you want just a video converter/switcher that'll do a conversion like that, check out Tributaries. They make a card slot/modular thingamabob that could fit the bill.Also, the top three Denon surround receivers in the "O3" series have the ability to take any incomming S or Composite video signal and send it out the Componet monitor out. The models are the AVR5803, 4803, and 3803...however the 4803 won't show up until early next year.
I mention this because the Denon 3803 and the Trib unit are [if memory serves] about the same price...a tad over $1000.

Not sure of your motive. Changing to component (if possible) will not improve your s-video output and the differences between s-video and component are not nearly as great as between s-video and composite.
