Someone is offering to sell me video CD's of current movies. My player will play them if they are SECAM, not PAL. All things being equal, are they as good as DVD's in picture or sound? As good as VHS?

Video CD offers same resolution as the VHS no more. As for sound quality you will only get 2 channel stereo. On large screen TV (29 inchs up) the lower resolution really shows up, smaller TV's are better for viewing it.
