I vaguely recall it's ~$80, there is a Dutch company that offers it. IMO not worth it considering the RP62 price, you can buy a firmware hackable player for $70 or less, hack it in 10 minutes (mostly CD-R burn time). All known protections are removed (region, macro, RCE), but you still can't watch PAL stuff, need a special DVDP with appropriate hardware output (Malata, etc.) to watch.Now, you can also buy something called a "factory remote" (~$120 IIRC), and what these can do is change the region etc. codes in all current Panny players. I have no idea exactly what these remotes put out, but obviously IR codes the normal remotes you get with the players don't, but equally obviously nothing that a Pronto or other good univeral remote couldn't do, *if you knew the codes*.
A long answer, just letting you know some of what you want is doable in different ways. I would wait a short while, somebody will figure out the codes the factory remotes put out, or will post the hacked firmware, if in fact the RP62 firmware can be adjusted by disc and the protections are controlled by firmware (already know the region is).
