I'm assuming you mean just speakers and not a complete system (I hope). In any event, look at your purchase before you buy. Five speakers plus a subwoofer = six speakers. Divide $400 by 6 = $67.
Do you really want to spend $67 for a speaker and attempt to get good sound? Sadly we're not there yet in terms of audio engineering -- good speakers cost good cash. It sucks, but it's true.
The cheapest realizable HT system I've seen is probably the Energy Take 5 which comes in at about $800 with a sub. I'd suggest saving up for this or just getting two speakers and then adding more later. You'll be much happier than getting something that just won't do the job.

Then pick the one with the best features, controls that you like, BUT not stuff you'll never use. At this $$ range it's pretty much all the same in terms of sound quality.Although my advice is to save your money & build the system piece by piece with the best individual components you can. Look for used stuff. Yes, dolby digital is great, but you can appreciate dolby pro logic for a good long while as you research what gets you hot & bothered enough to get your hard earned cash. In the end you will be far happier. Instant gratification is seldom satisfying.
I agree with Marcus - good sound advice (just realised the inadvertently good pun here).
I figure there is too much hype re Dolby Digital. Done by the book that centre speaker precludes the room for good audio listening (as does most equipment designed for it). I'm very happy with pro logic for movies, turn it down or off for intensive musical listening - Nirvana!!!
Enjoy.
