Does the fact that a DSP chip can decode DTS 96/24 means it is a better device compared to another DSP that doesn't? DTS 96/24 is so far only available on the higher receiver and pre/pro modelsWhat would the rationale be behind this statement?

The simple answer is "maybe". Higher end receivers will usually have higher end parts, thus any benefits might be easier to hear. By the way, what do you call "high-end"? Denon now has the AVR-2803 receiver that has DTS 24/96 5.1 decoding. It lists for $799 -- I wouldn't exactly call this a "high-end" receiver. Very good, but not high-end.
I guess I really should be asking this.
