You have a ground loop problem, which the 3803 is known for being particularly sensitive to this in upconversion. See http://www.avsforum.com/avs-vb/showthread.php?postid=2984599#post2984599 for more info (or search the forums for other references, there are many). Your dealer can perform a mod recommended by Denon if you have an earlier model, but I'd make sure you are doing everything you can to deal with the ground loop issue first and see if that solves your problem.

FYI, I sent my receiver back to Denon under warranty and they fixed the power supply. I believe they had to upgrade the video ground. The interference lines are gone, thank goodness and no ground loop problem.
