What you have, my friend, is a potential difference between the ground on your electrical circuits and the television cable, resulting in a 60 cycle hum.I just dealt with the same thing by calling the cable company to come and fix it - you are paying for a clean signal and they should provide it.
In my case, the fix was a separate ground between an electrical box and the cable jacket. Let them deal with it for free, before you go and spend money on some of the isolating units ($40-90)
