You don't want a cheap TV in either LCD or plasma. Plasmas won't be outdated very soon, but I imagine something will eventually replace both technologies. Either type of set should have fairly long life. Don't believe the rubbish about plasmas burning out in 10 years.

There are pluses and minuses to both technologies. A lot depends on your room, your budget and what you're gonna watch. Unless you're talking LCD rear projection, I think the plasmas are a way ahead of LCD screens. My main objection to LCDs is the poor blacks/shadow detail as well as the trailing motion you mentioned. (Shadows are often greyish, bluish or purplish.) Either of those is a deal killer for me. The LCD RPs are better IMO than the larger thin screens, especially for the price.

If you're keen on a 42" size, my personal pick would be one of the Panasonic plasmas. Best bang for buck, good contrast ratio, very decent blacks and shadow detail (though not as good as the best CRTs). Several people here have the Pannys and are very happy. My pick of the LCDs would be the Sony RPs. , I don't really like the larger LCD flat screens.. If you can get by with a thinnish display, I'd check out the DLP and LCD RPs.
