Check out J&R Music world they have a world-wide VCR, kind of expensive, but converts PAL and SECAM to NTSC, etc. SAMSUNG SV5000W, if you already own a PAL VCR but have a NTSC TV J&R also sells a PAL to NTSC converter. I don't think either of these devices are considered videophile but it's a start. I know they make processional conversion devices I just haven't come across them yet.If you are looking for region free DVD then a computer DVD-ROM drive with the right software will make your computer DVD-ROM region free and also perform PAL to NTSC conversion.
