Sounds li ingress to me. HAve the cable company tighten up the system, maybe even replace your drop to the house with double shielded coax. Are you connecting the cable directly to the television ie is your cable converter built into the set?

I had the same problem, but it was caused by AC ground-loops on the cable. It is a very common problem when you connect cable to an audio system. I solved it with Jensen's transformer designed specifically for that. It is about $50, and there are cheaper ways out, but the Jensen is the "right" way to go.
