DSS cards allow you to decode the DSS signal from the DSS service you subscribe to.
There are a lot of DSS "test" cards available.
They decode almost all Digital Satellite Services, allowing you to watch DSS transmissions without subscription fees.
They are not legal to use except for testing purposes only.
(nudge nudge, wink wink- say no more.....)

They are illegal for ALL purposes -- because they're used to intercept satellite programming without paying for it.
This is both a criminal and civil violation.
