I think the green/blue pen on the edge thing is way overraated for CD sound quality. I think it makes many CD's over harsh.
DVD video quality I think maybe is better, and you don't pay quite as much attention to the sound.My system Optimus LX-5's(modified) Harmon Kardon A500k integrated (modified 6V6's) and Denon DCM-560 for sound.

I have it varies tremendously by system. In mine it made NO difference, in my friends it made it better. The amount seems to vary. The real question is it worth trying on a DVD? DVDs are more fragile than cds, so I am really relucant to do so.
