Is there a formula or rule of thumb for how much power is needed for a home theater system? That is, if a room has 1800 cubic feet, what would be the recommended amount of power per channel?

There are too many variables you have not mentioned (perhaps they are net set in stone?)The most important thing you could provide is efficiency of your speakers.
Also- are you using powered sub(s)?All of these things will influence the power you need.
For example I have a two channel HT right now in a 2500 cubic foot room with 35 watts per channel.
Most HT receivers should provide ample power for a start (60-100w)
