Yes the deguass button removes the effects of magnetic fields may have had on a TV. There should be no permenant damage to the TV, as far as I know. My guess is you push the deguass button and nothing happens. If that is the case then the deguassing coil in the TV may not be working and you will need to have a TV repair tech use a large external coil to deguass the TV. When I was a kid, this was commonly done on TVs (all Black & White in those days).In terms of your other questions, I think you need to talk to a tech who repairs your brand of TV to see if it is worth fixing or not.
