Those guns work by measuring how long it takes the TV's electron beam to get from the upper-left corner of the screen to wherever you're pointing the gun. The game machine knows when the TV starts to draw the image, and then it waits for the flash of brightness to enter the muzzle of the gun as the beam crosses the screen in front of it.
The gun doesn't transmit anything but IR. It only acts as a reciever for light colorations for your TV, and it's receiver double checks that data by tracking the location of a beam of IR light. If it's going to damage your TV, it's not going to be any more damage than that inflicted by the remote control issued with that TV.

As far as I know, light guns do not transmit anything, they read special points on the screen.
