Sounds like the receiver or subwoofer. Could the volume that is set on the sub be too high? Could the level of the signal being sent to the sub from the receiver be too high? If it just occurs "when people are talking", it may be a problem with the decoding of the signal from the DVD player. The center channel may be decoded incorrectly and there is some sort of leakage to the sub. I believe either the receiver or subwoofer is where you need to concentrate. If possible, and I know it won't be easy, get another surround receiver and see if the problem still occurs.
