It was over a month or two ago. Sounds like you missed out. Thank your Citation dealer for not keeping you informed. It was a great program. They offered around $2,200 for your 7.0 in trade for a Citation 5.0, or a Proceed AVP (or their top of the line combo unit). You had to be the original owner of a 7.0, have purchased it before the upgrade program was announced, and have paid at least $2,000.If that sound appealing, you might try calling Madrigal and asking if there is any way you could get in on this. It wasn't well advertised (not even mentioned on the Madrigal web site). Good luck.
