Complete HT setup for 10k

This is really too much to ask, but here goes . . .
I am trying to help my dad cobble together a HT system for around 10k. It will be almost exclusively for tube and movies -- very little music, I suspect. He likes that bass. The needed components are:
Receiver (or appropriate separates)
Speaks (inc. subwoofer)
TV (he wants HDTV-ready)
DVD
A helpful response would suggest how to allocate the budget among the components. A very helpful response would suggest specific components (or brands) within those ranges.
