In- wall surround speakers worthwhile?

Due to the W.A.F. I need to have my h.t. surround speakers the in-wall/built-in style.
My concern is sound quality/performance/budget.
Are there decent quality in-wall speakers that can be found in the $250/pair range?
Is it reasonable to place these in the ceiling area behind the viewing/listening area as opposed to in the walls. Performace wise is there any big trade offs between the ceiling vs. wall mounting locations?
Any advice would be appreciated.
