Need help with system setup (Tivo, VCR, DVD, OLD tv)

I'm not sure if this is the place to ask, and, if not, please let me know.

I have the following components that I need to hook up together: Philips TiVo, VCR, DVD Player, and an old (~10 years) TV. My problem is that with some VHS tapes and ALL DVDs, the video slowly pulses between pretty dark and very light. You can still see everything, but it's annoying. I was told that I needed an RF Modulator, so I got one, but it doesn't seem to help, and I've tried all sorts of stripped down setups (including just the DVD player and the TV).

My components have the following connections:

TV: RF in, composite video/audio (mono, RCA jacks) in

VCR: RF in, RF out, composite video/audio (mono, RCA jacks) in, composite video/audio (mono, RCA jacks) out

DVD Player: Composite video/audio (stereo, RCA jacks), S-video, etc. ALL OUT

TiVo: RF in, RF Out, Composite video/audio (stereo, RCA jacks) Out (2 sets), S-video in and out, etc.

I also have an RF Modulator with RF in, RF out, Composite video/audio (stereo, RCA jacks) in

I'd prefer to split my cable signal so that I can let the TiVo or VCR record while I watch the other, but primarily I'm interested in getting a solid, clear signal from my DVD player and VCR.

Getting a new TV isn't an option right at the moment, though I'm planning to do so within the next six months.
