Solved it... I have a Scientific Atlanta digital cable unit hooked up to S-Video 1 (I had the DVD originally on S-Video 2 before I changed to Component). I accidently turned off the cable unit when I wastrouble shooting the DVD component video problem and voila... picture cleans up... turned it back on and the lines came back.
Therefore I am either getting interference from the unit itself or I am getting bleed from S-Video 1 to Component... either way It stopped... yay!
