Satellite or Cable?

Hi,
I am contemplating satellite TV (small dish) in the San Francisco area (Palo Alto), but I don't know much about the systems. Is the picture DVD quality? Or is it digital cable quality.
I had digital cable a few years ago in San Francisco (AT & T I think) and it was unwatchable due to digital artifacts - skin tones, mist, etc.
What is the best quality dish - Direct TV? Are they as bad as digital cable or a bad DVD transfer?
