It's called "MiraChem" industrial glass cleaner. Contains no vinegar, ammonia, alcohol, harsh alkalis, acids, phosphates, chlorides (it says). I thought it was a joke when I was given it at work, where they are safe chemical astute: since it has no everything, I thought it would have no use too. Everybody started borrowing it to clean their glasses, plastic or glass. And their LCD and CRT screens. So I took it home when there was just a bit left. Water wasn't cutting it for the RPTV plastic shield, this does, no residue. I have used it numerous times on my screen over ~6 months, so I think it's fair to say it's safe when used with a cotton cloth.
