basic video dubbing problem

HI,
bought some new and used regular Panasonic vcrs and am now getting horizontal jitter when making 2nd or 3rd generation copies. I've deduced it's not the source vcr (other vcr's can make the dupes okay), nor a copy-guard problem (and the copy-guard eliminator box doesn't help). Do I need a TBC or Sync regenerator to clean up the sync? If so, are any of these devices on Ebay (Radio Shack processors, Vidicraft detailers, Sony color correctors, Ambico character generators) likely to help? The sellers usually don't have the instructions or don't know how to use the devices. I'm also trying to find something around $50, rather than the Sima Color Corrector ($125).
