Help Choosing Pre-amp/Receiver

I am trying to decide on a new processor for my home theater system. I am trying to decide between either a budget pre-amp like the Outlaw Audio 950 and the Rotel 1066 or a receiver(used as pre-amp only) such as the Marantz SR 7300 or Sony STR DA2ES.

The Rotel and The Outlaw both lack DTS 96/24 if what I am told is correct.

Both the Sony and the Marantz have all of the processing formats that I am aware of including DTS 96/24.

Here are the best prices that I have seen (not all from authorized dealers)
Rotel 1066 $1100 (really stretching my budget)
Outlaw Audio 950 $899
Marantz SR 7300 $699
Sony STR DA2ES $530

Any help including new suggestions will be greatly appreciated!
