I love City of Lost Children - one of my favorites. Yeah, Ron Perlman is the guy's name. A passing resemblance to (an uglier) Tom Waits has been noted.
If you liked City, check out Delicatessen, the first film from the directors Junet and Caro. A simpler (but still unsual) storyline, and not quite as dark or developed as City, but a beautiful look to the film and really good (jolting) ideas. Some of the same actors appeared in Delicatessen - ie. the looney diver/scientist and his clones from City. My favorite scene from City? Don't know (too many to choose) but the flea-drugged killer plugging his own video feed into the thug's prosthetic eye and then showing himself being strangled would be close.I havn't seen Junet's latest; 'Amelie' yet. Junet also did one of the Alien series - think it was No. 4. Some of his troupe (including Pearlman) appeared in it.

PS. Love Jackie Chan as well. Actually met him once while he was shooting a film in Melb. Drunken Msater 2 makes all other martial arts films look pale.
