That scenario sounds very familiar. I wonder if you're thinking of "The Fourth War" ? This was a Cold War thriller set though on some Eastern Bloc border- Czechoslovakia or East Germany. I keep picturing the outdoor scenes in the snow you mention. And a lot of staring through binoculars!
This movie though was made more in the late 80's though, so may not be the one you have in mind. Scheider and Jurgen Prochnow were the commanders of the opposing forces(?)
In any event, "The Fourth War" had some well made moments of futile Cold war bluster and posturing.
Just a thought.
