Gen. Lawrence Dell escapes from prison after being sentenced to life by a military tribunal hellbent on getting him out of the way. He has a specific mission in mind which is to take over a Titan silo and threaten the President into reading a classified document detailing a meeting of the last president's security council.

The first part of the film is the assault on the silo and getting control of nine Titans. Then, the negotiations with the current president (Durning) to get them a safe flight out while he reads the document to the American people. The second half is far more interesting since it involves the enabling of the VN war and its duration.

Production values are laughable but it seems oddly pertinent to today's America.
