by decreasing demand, law enforcement efforts temporarily drive up the price. The rise is temporary because the increase in profit makes more sophisticated smuggling techniques profitable. Once smuggling proficiency surpasses most detection efforts; the resulting supply often drives the price to historic lows. Translation: drug enforcement is it's own worst enemy. The only truly successful counter is the classic 'kill em all, and let God sort em out'. I am most emphatically not advising this course of action; just pointing out that the Chinese used it to great effect. The only other approach, some sort of treatment plan, would not probably be to your taste.
two other points, i loved that DNC joke; and i think what really drives Republicans crazy is that the soft money used to go to them - in
smaller quantities. Outmaneuvered, and out-corrupted, the only refuge left was moral outrage. Reminds me of the French capitan; "I'm shocked, I'm simply shocked"
Oh yeah, i really like the Economist, a weekly Brit rag; kind of a conservative intellectual Time; but much better. Think you might enjoy it as well. Be warned, conservative in Europe is not quite the same as here.
All in all, it is one of the best publications on the planet. Have seen articles on subjects i thought i knew quite well; only to find myself sitting at the feet of a master.
