That's how many votes they need to "discover" to erase W's lead after a complete count of the absentee ballots.
Of course, that assumes the "fairness" crowd continues to insist that it is "unfair" to count overseas ballots from a military p.o. because they're not properly postmarked. It's only fair to recount those votes in heavily Democratic precincts.
