Not film noir but films which seem to be about real people with real problems - long list. Off the top of my head and fairly recent(ie last decade or so):The War Zone

Jacob's LadderI'm not sure what you're really looking for because L.A. Confidential didn't really seem to be about real people - more like a noir for noir's sake though I liked it.
Maybe you want something like the Third Man. Noir doesn't seem real because noir is not life it is more a dark director's vision of life. I suppose Minority Report is sci-fi/noir given the writer - maybe even A.I. The latter I could not recommend. Gattaca was an interesting movie shot on a shoe-string budget that might fit the bill.
