Help! w/ film title

I'm looking for an Italian film from the 90's about an officer charged with taking two children to their new foster home, a girl of about 11 who was forced into prostitution by her mother and the girl's younger brother, and the relationship that develops between the three
I don't believe the film has ever been released in the US
