Part of their job is creating a favorable image for the department and the city, particularly in the area they police. In the video they poke fun at homeless people, minorities and women - the very people they are serving and protecting.Many people in SF, particularly in the Bay View area where these cops operate, are poor, minority and live in heavy crime/gang areas. There is much distrust of the police here already.
While this video is not such a big deal that anyone should be fired, IMO, the cops involved, especially the guy who made it and put it on his website for public consumption, used very poor judgement and deserve to be disciplined.
Think of the company you work for. Let's say you made a video spoofing your customers to 'raise moral' among your group of employees and then made it public.
You would probably be fired and your customers would chose not to do business with your company possibly putting it out of business. Right?
