Fellinin has uique style, and you should not approach him with a set of standards... some of his films stay closer to the "established" norm, others become more excercises in free style expressions, but being an artist he makes them all works of art - just in different genre.For one, I immensely enjoy his "whirlpool" movies, much like I have always enjoyed examining the complex images of the early Flemish and Duch painters, every little figure there full of its own life... many Fellini films are like the microscopist paintings. And when you watch something like Roma, you realize it is like the artist' notebook, where you have thousand sketches, each one potentially developed into a full blown picture, some actually are... it was for good reason they published the notebooks of the famous Russian writers Il'f and Petrov - those quick and brief notes contain so much and tell so much about the authors, and about the human nature, it is a real treat to read them.
Ditto for Fellini's whirlpools. Things like the Vatican fashion show are true self-contained gems, and having more than one in one setting should be considered a treat.
I will not say anything about the Satiricon, the only Fellini film that I have not been able to penetrate, even though I do see the top level beauty in it.
So to answer your question why are his films great - because they are art.
