1996 was the best year for quality films in the last decade, probably because there were so many independent film releases. "Shine", "Secrets and Lies", "Breaking The Waves", "The English Patient" (not independent), "Jude the Oppressor", "Big Night", "Welcome To The Dollhouse", the list goes on and on. You can pretty much pick a top 20 list from 1996 and not hit a clinker in the bunch.
