The eye witnesses say that they looked like they did in Close Encounters. President Reagan in his private showing of the movie with Steven Spielberg and officers from the military said that "there were probably 3 people in this room, who knew that this is a true story." It was based on actual events.
Common sense tells us that a highly advanced alien form will not be killed off by water and will not look like a functionally ridiculous cartoon monster that just crawled out of a pond (obviously filled with some other kind of solvent, but no water).
