These are perennial movie villains, but my top prize goes to Walken, for his role in "Things To Do In Denver When You're Dead": "I say buckwheats for all of them!"My top prize for female villains goes to Angela Lansbury as the mother from hell in "The Manchurian Candidate". Also, I'd like a special mention for Julia Roberts as the villain in "My Best Friend's Wedding". I usually have to point out the evil things she does to try to stop a wedding, because most people succumb to her charms. By comparison, Al Pacino in "The Devil's Advocate" was quite subtle.
