For several decades (I cannot say how many) the SSA has not assigned numbers by geographic area as they traditionally had. We see this phenomenon more openly in telephone numbers, where overlays and cells have blurred the distinctions.
Actually I'd be way more interested in knowing what's in his sealed college and law school records.
