Started out well with quick-paced editing that took us across the globe seemingly chasing down terrorists sneaking across the sea, first, then the border. Had the tone of an international thriller until the plot hurricane changed the story back to attacking cartels along the border.
Brolin is called in and told he can get 'dirty' by the oldest-looking set of US officials ever assembled in one space. Modine looked petrified and Brolin looked as if he had aged 20 years. I presume this is some story device to make it look like our border security is run by crusty old white guys. It struck me as out of place.
Del Toro, though repeating his note and tenor, was the bright spot of he film. It seemed to lack that 'human interest' touch without Blunt despite using a young, feisty Cartel Daughter as a pawn.
Yes, action plus. Same actors, same script. This could have been a really good thriller if they had pursued the original opening story line. Will the Next Generation emerge? Could be.

3 wonks for not making the story larger and wider like the opening
