You didn't say if dust is getting colected on the screen or on the case of TV. There is a grid, or in most cases just couple of wires arround back of the tube to take some static away. It is possible that they didn't connect it to chassy at the factory, you will know this by getting REAL shocks from the tube (even hours after TV is OFF). If you don't get this high shocks, then use any static spray. If one does not work, try another one. And vacuume house once in 10 years.
